REGULAR AGENDA
9. PUBLIC COMMENTS: Leslie Davis, Acting Assessor, reported the 2009 assessment roll total at $6,810,552,310, representing a decrease of $232,976,234 over the 2008 assessment roll total of $7,043,528,544. The difference resulting in a decrease of 3.31%. She acknowledged and thanked Pam Mundale of Technology Services, the Assessor’s Office management team, her appraisal staff and Randy Gomes, the County Administrative Officer, and complimented the Megabyte Company and staff for their part in closing the 2009 assessment roll.
6/23/2009 SUMMARY
Mike Walker, Undersheriff, referred to Congressman Lungren submitting the Calaveras/Alpine Regional Microwave Project for an appropriation in the COPS Technology Program of approximately $2.4 million dollars. The project has passed through the House Committee for appropriations. Tomorrow the Senate Committee will go through the mark-up process with their Finance Committee. Senator Feinstein has submitted the project for funding in the amount of $1 million dollars. Walker stated that he is optimistic that the project will receive some level of funding.
Jon Mitchell, Public Works, Senior Engineer, announced the release of a request for proposal for the State Highway 12-26 signalization and intersection improvement project. He asked that any design team or firm wishing to respond to submit their proposals no later than 2:00 p.m. on July 10, 2009.
Bonnie Newman, Double Springs, referred to a letter from the County of Sacramento, Department of Health and Human Services, regarding the Public Authority rate reduction change. She referred to stimulus money that will become available July 1, 2009. If on July 1st, wages have been cut, and the money becomes available, we will not qualify due to the fact the wages have already been cut. If left open-ended as referenced in the letter, and the money does not come, a new wage rate will need to be submitted.
CAO Lawton did not recommend taking action regarding the above reference rate change until such time there has been conference and concurrence from the Public Authority and Calworks staff. He stated the original item was a product from their offices and he would prefer to have their opinion before recommending any particular course of action.
Gustavo Corral, United Healthcare Workers (UHW), requested that the .25cent wage reduction be postponed to allow time to communicate with staff. He submitted a copy of the SEIU United Healthcare Workers West Memorandum of Understanding between the County of Calaveras and the IHSS Public Authority.
Bonnie Newman, Double Springs, expressed concern regarding the spending of funds for the proposed overlay of Double Springs Road and displeasure in the manner the County trimmed 18 of her trees bordering said road. She stated the trees have been there for 16 years and are 20 feet away from the roadway. Ms. Newman questioned what happens to the wood left from the tree trimming.
Terri Baker, Rail Road Flat, spoke of a problem he is having regarding a dispute between the People of the State of California vs. Roberta Redmond, Superior Court Case No. TR062900 – Ruling on “Request for Reconsideration”. The request was denied. Mr. Baker submitted and read into the record 2 letters, one from Sgt. Laurie Murray, Calaveras Sheriff’s Office, Animal Services Division and the 2nd letter from the Calaveras County District Attorney.
- Discussion and possible action re: RESOLUTION establishing the schedule of fees and land classification for property related Solid Waste Parcel Fee for FY 2009/10; Public Works - Board action: approved 4-0-1; ABSENT: Tryon
- Discussion of public input regarding bond measure to fund road improvements along with direction to staff; Public Works - Board directed staff to focus on alternative #4, to include all funding options, and to take emphasis off a bond measure.
- PUBLIC HEARING and possible Board action to approve the submission of the Final Grantee Performance Report for Community Development Block Grant (CDBG) Program No. 05-STBG-1525; CalWORKs - Board action: approved 4-0-1; ABSENT: Tryon
- Discussion and possible action re: RESOLUTION approving contract extension with California Forensic Medical Group, Inc. for Medical Services for Calaveras County Jail inmates from July 1, 2008 through June 30, 2010; Sheriff - Board action: approved 4-0-1; ABSENT: Tryon
- Discussion and possible action re: the appointment of applicants to serve on the Emergency Medical Services Oversight Committee and the Emergency Medical Services Regional Advisory Council - Board action: appointed Donald Zyski to serve in both capacities; approved 4-0-1; ABSENT: Tryon
- Review of correspondence, reports and various matters of concern. Supervisor Wilensky will attend a housing workshop tomorrow, contingent on the conclusion of budget hearings; and Thursday, the Cathy Bourland retirement party.
Supervisor Tofanelli, will attend Music In The Park tomorrow evening in Valley Springs; Thursday, the Cathy Bourland retirement party followed that evening by the Mark Twain St. Joseph’s Hospital mixer; Saturday the Copperopolis Summer Fest followed by the Fire Works Event at Hogan Lake that evening.
Supervisor Callaway will attend a Fish & Game Commission meeting; a Juvenile Justice meeting; will be in Hollywood over the weekend.
Supervisor Thomas, the Housing Workshop, time permitting; on Wednesday, will attend Music in the Parks in Valley Springs; Thursday, the Bourland retirement festivities and the Mark Twain St. Joseph’s Hospital mixer; Saturday, the Copperopolis Summer Fest followed by the Fire Works display at Hogan Lake that evening.
CAO Lawton and Counsel Jones had nothing to bring before the Board at this time.
